There seems to be a conflict between a government minister and the mayor according to Fabio:

ATTENTION MR. PRESIDENT LUIS ABINADER
Sosúa is being victimized by a group of conspirators who in Puerto Plata think they are owners of their government and the party, without scruples, capable of sacrificing and crushing anyone, if it doesn't serve them.
It is not possible that hundreds of families affected by the floods are abandoned, just because of differences of interest between the Mayor and officials who believe themselves to be Gods, LIKE THIS HAPPENING NOW.
Sosúa doesn't deserve this and at least I'm ready to defend my people from my position and face those perverse manipulators ADLATERES.

I think they are not going to do much about, in Santiago we've seen the same situation in the past, president Balaguer relocated afectados by flood and fire. Cien Fuegos and Monterrico multifamiliares just two examples of housing programs where thousands of apartments were given to the poor.
