You are confusing the usage of:

Cu?ndo (the question, or answer to an indirect question) vs. cuando (conjunction expressing future time).

In your phrase you are trying to say:

?I don?t know when I will return (go back)? =

No s? cu?ndo voy a regresar pero cuando regrese..... espero ir a la capital.

============

If I were to ask you:

When are you going back to the DR?

I would say:

?Cu?ndo vas a regresar a la RD?
