Foreign Minister sick with Covid-19

Foreign Minister Roberto Alvarez announced on Thursday, 29 April 2021, that he tested positive for Covid-19.

Alvarez said he is following medical instructions. “Please, double prevention,” he told fellow Dominicans.

Minister Alvarez recently returned from a to Spain to accompany President Abinader to the Iberoamerican Summit (18-21 April 2021).

Testing positive OK - but that article did not specify he was ill, or even mentioned symptoms.
Why have not all government ministers been vaccinated long ago, especially ones who need to travel as part of their job description.
