All you need is a line fuse pulled to effect that. But maybe they did the connection in one of many long term EDE outages

The article says RD$2,358,329.90 unless I'm missing some zeros - that's millions not billions or about $38,700 dollars. Still a good sized rip off.

There quite a lot of folks in Jail for Energy theft. In General, they take this pretty seriously. Edesur, Edeeste etc have a well greased lobby in the DR.
