Haitians make up 25% of public school enrollment

25.1% of all public students are Haitian students Dominican taxpayers have picked up the tab to educate Haitians. A report in El Nacional reveals that at the start of the 2026-2027 school year, 25.1% of those registered in public schools were Haitian children.

There are 205,369 Haitian students registered in Dominican public schools.

What i don't understand is; How can you register a foreign child into a DR school but you can't put a Dominican child into kindergarten without a Birth Certificate !?
