This is very simple guys, having a cedula does not necesarily mean you are a Dominican Citizen, you can get a cedula with a Permanent Residency status. The only thing you cannot do with a residency status is to become president or vice president of the DR. If you have legally obtained a cedula, that means you are not here "in transit" or ilegally and of course your child born in DR has instant DR citizenship rights as well as that of the parents country of origin, and by the way, the Hatian constitution grants citizenship to their children born outside Haiti, and even it it didn't that should not be DR's problem.
