I can't remember his name at the moment (Roberto ??) but he had made a list of things to be done to finish this jail, and if I'm not mistaken he was given the approval to start.

But the problem it has been sitting there for too long and it would cost more to fix it. Demolish the whole thing then rebuilt from scratch would be the best method but we will see.
