ITBIS on Items shipped in under $200
About the same with DomEx RD$161 per pound delivered to your door as well.EncargoPaq is currently at 150 pesos per pound and they deliver to your door.

CPS in Jarabacoa is charging about 154 pesos (about US$3.85 currently) per pound, delivered to your door.
I have received at least 10 packages @ 1 pound each (and some just over 1 lb) and they charged me for just 1 lb.
I have paid no other fees / ITBIS for these orders (electronics / cell phones, etc.)

Will orders exactly equaling or over $200 'always' automatically be charged ITBIS or does customs 'sometimes' let purchases just over $200 slide through with out ITBIS? Is it under the discretion of the individual customs staff?
If ITBIS is not always charged, in what situations have you found customs to be lenient? $200... $205...$225???? Might it depend on if the item is new or used? Large or small? Electronics or books?

Russ, since customs in the DR is not transparent, nobody can really answer your question.
I was told by EncargoPaq that importing a TV, even if it is under $200 like some 32 inch TVs currently are currently priced, is going to provide a problem because customs sets their own price and will violate their own regulations by charging duty. I am not sure if other freight forwarders are having that same issue.

ITBIS on shipping has to charged. it is illegal not to do it. but this tax may be hidden in the charge, that is a company will say x amount for a pound meaning a total.
as far as taxing of objects above 200 dollars. we've had different items sent at much higher value: sometimes we paid tax (quite low), sometimes not. i did mention some time ago that EPS had a tax free deal on middle range tablets: shipping was charged but no duty tax, despite the value of 300-500 dollars.
it pays off to inquire with your carrier as to what exactly can come duty free.

I shipped a poolpump with DHL from the USA in Nov 2012. I put a "warranty replacement value 160USD" on the invoice (i did my own customs invoice) but DHL/Customs opened the package and reassessed the value. Had to pay about $50 in taxes, unknown how they arrived at this. Earlier I shipped a network switch valued at 30 USD, also inspected but no tax. DHL delivered to our door in Punta Cana in about three days. I have great rates with DHL so I pay less than with Vimenpac etc.
I think the mistake was to put warranty replacement on there as it signaled that the value was too low to customs. If I had just declared a normal sale of $160 then perhaps it would have gone trough. In my experience there is also a ratio between weight and value that any customs will look extra at so shipping large heavy stuff at low values will the harder.
