If the resort advertises directly or indirectly in Canada or the United States they can be sued in either country by a citizen of that country without the problems associated with suing in the Dominican Republic. If the hotel is a no show a default judgment is then obtained which can be enforced against the assets of the defendant in those countries. The probability of the defendant having bank accounts in Miami are pretty good probably less so for Canada, but who knows.
