I am aware of the history about it and I learned they are building a new facility but it doesn't superise me that the construction is a mess, more errors and all that. Will Luis keep going on that and make sure to fix it and whos pay for it?

Is La Victoria is the largest prison in the DR?

If I had billion dollars, I would built a huge prison and it will be like one in the states. Thick wall with stell, each has own cell like Super Max so the immates will realize no more to fool around. I would build it middle of nowhere and itll be interesting, right? but its hard with DR's current corruption though.

You have posted a number of observations. May I ask: Who generally "pays for it" in any system in the world? Clearly you know the answer to that. And second question: What does "DR's current corruption" have to do with your inquiry? Please expand on this point so that we can be informed like you. Thanks.

Really?? Funny you mention corruption and the US prison system in the same sentence.. So you wish that Dominicans in the prison system are no longer able to have visitors that they can sit with and have some sort of a normal day with family but instead have 10 minutes to talk to your loved one on a recorded phone while looking at each other through a pane of plexiglass.. Or you wish for private phone companies to take over all prison communications in the DR so that they can squeeze more pesos out of poor people wishing to talk to their loved ones in prison instead of the inmates having access to free phone calls on a limited basis as it is now? Interesting.. NO more hard back books, no men's magazines, and the reading material that will be allowed will only come from approved magazine vendors who can charge whatever they like.. This is just a sample.. Corruption in the prison system? You have no idea what you are talking about..

Prisons are necessary in every advanced society. Where else are you going to put losers like those clowns that threw acid on people scaring them for life. Build more I say! Violent criminals especially repeat offenders should be packed in like sardines. Phone calls should be paid for by the inmates family if they get any. I like the concept of private prisons as well. The private sector provides a much better product. Absolutely zero sympathy for any violent criminal that preys on other humans. The weak will say "oh but you will create a hardened criminal for life",. So!!! "some people you just cant reach". ( Cool Hand luke circa 1967)

The prison system has been going through an overhaul for about a decade, perhaps more than that. Eventually, all prisons will be replaced with the "model prisons" which are bigger, tend to be outside towns (though most of the old prisons were built in isolated areas and the towns simply grew towards their way eventually making a rural based prison an urban one). The focus of the "model prisons" is greater space for the inmates do they are overcrowding cells and a greater emphasis on rehabilitation than simply throwing criminals into an overcrowded prison and in a few years they are given their freedom.

The DR has actually lead the region for improvements to the prison system. Several countries are upgrading their prison systems after studying the Dominican case. Many prisons have been replaced with the "model prisons," but there are many others that are still waiting for the transition.
