If that’s the concern the US should come up with better offers than the Chinese. Apart from political intentions, at ground level these are economical decisions made by these countries.It has nothing to do with that.
It is about the China's Belt and Road initiative where they lure developing nations like the DR, Sri Lanka, etc into debt traps and then take over critical infrastructure like ports, control shipping, mineral resources, etc.
