A few weeks ago I received a call on my cell phone from a Haitian telephone number (area code 509) during the day, and this morning another one from a different 509 number at 4:30 (ugh). In both cases, I did not answer and also blocked the numbers. I can't imagine any sort of legitimate telemarketing calling from Haiti, especially at the early morning hour. If I answered, I'm guessing the conversation would have been along the lines "someone you know (insert name, maybe) has been deported from the DR and needs xxx pesos in order to return."
I realize the vast majority of us would not fall into such a trap. For me, when I saw "Haiti" with the incoming phone number, I knew I wasn't going to answer. But, having been woken up by it and the similarity of the area code with one in my home state, without the "Haiti" clue, I may have answered thinking it was a family emergency of some sort. Some here may have reason to answer a call from Haiti...if so, be aware and be careful.
