A rolled cigar is not loose herbs.
One would assume that tobacco rolled in a cigar has been inspected/treated for critters.

Having seen the process, I would question whether the people rolling have been treated, but I do concur with your premise.

As I'm relocating to PC within the next 60 days, the need to bring mamajuana mix into the states will be less and less (unless I bring some as gifts).

Although now that I think the process through with a "follow the money" filter: they confiscate your mix going through security, sell you more *for more* in the terminal, and it's your problem when you get to your destination custom's screening.

Once I had Dominican candy taken away because it was not allowed BUT plenty were sold in the waiting area to board the plane. Go figure!!!!!!!!!!!!!
