That is not true, there are many more people out there other than you that want a snowbird visa. If you go to other social media sites this topic is discussed a lot. IMO it will happen, don't know when, but it will happen. I am confused by your comment of "revenue taken in at AI resorts via cruise ship passengers". You are saying cruise ship passengers are staying at AI resorts? I do not think that is correct.
Cruise ship passengers provide a huge amount of revenue to the DR.
AI resorts provide a huge amount of revenue to the DR.
(Cruise ship passengers don't stay at AI resorts....)

The revenue provided by illegal overstayers on tourist cards is a drop in the ocean compared to either one of the above and miniscule if you add them both up.
(Those who think illegal overstayers are of great importance are in the same category as those who said Sosua would disappear if the whoremonger sex tourists stopped coming . )

It must bother some people that it is simple, logical, consistent, a win/win for both sides and east to apply. The desire to replace it with something time consuming and complicated can be hard to ignore.
And yet has no basis in DR laws. Illegal overstayers drive illegally after 30 days. Of course that will never be an issue because the DR is the safest place in the world to drive. Illegal overstayers work here, but that is illegal and nobody cares. Just two little details that are a true win/win if I ever saw one.

Take one look at the internet classifieds and dating sites and you'll see they are mostly populated with Colombianas who proudly admit they are from there. All selling the same thing.
You won't see any of them "walking by your house"

Actually cruise shop passengers do come to the AI resorts, and pay a lot. They show up about 10 am by bus and leave by 3 or so. I asked one and he said the day pass was about $150. Usually 20 or more at a time.

Can only speak for the day passes I know of in Puerto Plata...usually around 2500 pesos. Must be a really fancy bus to haul people there for a hundred bucks round trip! :) Talk about a gringo tax! I'd have to be really tired of the shipboard buffets to spend that kind of money to go eat at a different buffet

Sure, the day pass is about $ 40 - $ 50. A tour operator puts together an offer for the cruise ship to sell to the passengers. From a $ 150 dollar sale price, the ship keeps $ 80 Dollars. From the $ 70 balance the tour operator must provide the day pass, round trip transport on approved transportation, and multi million dollar insurance. The cruise ship always wins!

The government boasts in the news all the time about how many cruise ships doc and how many tourists visit the DR.
Many millions of people, biggest vacation destination in the Caribbean, etc. The plan has been clear for years. Cruiers and tourists, Tourists and cruisers.

The number of illegal overstayers is insignificant to the overall DR economy in comparison, but it is probably more than the whoremongers contribution.

Wow, the Cruise companies really know how to suck every peso they can out of their clients. Good for them. I had no idea they were able to get them to pay to enter AI resorts.
