I hear they are going to make tourists visiting Punta Cana obtain a cedula, get finger printed and present front and side photos before enter an A.I resort
only if they are from New Jersey. For whatever reason a residency card is not considered ID.

What's the difference between the cédula and the residency card? Like which rights and privileges does one provide that the other does not?
Cedula makes opening a bank account easier and many systems register you with you Cedula number as it is more of a national database than the residency card.

Also, issued by two different authorities. I believe residency card gives you the legal status to be here whereas the Cedula registers you in the database of the JCE and is your personal identification number.

Right and benefits such as TSS, Solidaridad, SeNaSa. You also need a ced for a driver licence, voting.

For years, my residency ID number and cedula ID number were the same. That changed last year.

I suspect this is all to do with Haitians and Venezuelans.
It should be noted that the flow of Venezuelans into the country has been reduced by the government requiring Venezuelans to apply for a Dominican tourist visa in Caracas prior to entering in the DR. It used to be that Venezuelan tourists didn't need a tourist visa solicited in Venezuela, instead they were automatically given upon arrival to any DR airport. What many Venezuelans were doing was similar to what many expats do. Enter the country as tourists and simply overstay. Unlike many expats, Venezuelans tended to overstay and never leave. Now is very hard for a Venezuelan to do that since they can't board a DR bound flight in Caracas without the tourist visa.

The regularization plan for Venezuelans was meant to regularize the illegal status of most Venezuelans and now requiring all foreigners living in the country to have a cédula is simply pushing the few that are still illegal to become legal, since a cédula is given to legal residents only.

I still don't see how this will force anyone to get residency(?). They've been getting along just fine w/o a cedula so far.

It's a bunch of crap to appease the haughty uppedies that look down on the poor. Nothing will come about it. Look at the Haitian population. Exponential growth! A real sleeper. Nighty night.

Yep. Migracion has their hands full enough with the Haitians. They can't deport them fast enough. No way they're going to start to try to round up Venezuelans, too.

More cost effective to round up Haitians since they don't require a flight.

Has anyone actually seen deportations of Haitians more than the blue bus parked in from of the cuartel Cabarete in the mornings? I haven't. So they drop them off at the border and march them across? Is there a daily camera footage of this?

Why would there be a daily camera footage of it?

I've seen pictures and videos of them being loaded on bus.
