Minimum age for a No Vota cedula?

I asked this question in another thread, but unfortunately the thread was closed.

Does anyone know for certain ar what age a Dominican minor can get a No Vota cedula? I have been told 15 and 16 by two different people.

As per JCE, the minimum age would be 16 as per the following:

It does not state "no vota" specifically though, so I might be wrong.

Thank you. I have been told that it is a "No Vota" like the one Residents have. I suppose it makes sense because the minimum age for voting is 18.
