I wonder if the majority of the representatives are of lighter skin color because it takes a lot of money to compete in Pagents (in the U.S. it does, I assume is the same in the D.R.) and a lot of the more affluent Dominicans tend to be lighter skin.

There are sponsors that pay for it. I don't know if they pay for everything but they do pay for the majority of the bill.
