Since the Dominican consulate in Frankfurt never responded, I thought I'd call the NYC consulate to ask if all DR consulates worldwide offer the service of first-time citizenship and passport to children of DR citizens.

Good question, they should do it. But is Dominican republic rules so who knows. Try to Contact another european consulate, maybe you are lucky with one of them.

To obtain the citizenship for a child of a naturalized Dominican citizen, you must follow a process with the Ministry of Interior and Police no with a Dominican consulate. They will required a list of documents and an interview in Spanish, once this process is complete, they will issue a Citizenship certificate and you will be able to apply for his Dominican birth certificate.

The process that is almost automatic are the ones for children of Dominicans parents from birth or origin, not with parents who obtained the citizenship by naturalization.

Thank you for clarifying. It's frustrating because the consulate told me they can process my son's application. They know that I am a naturalized Dominican citizen.

Does this mean that my son will need to travel to Santo Domingo to complete the process and he will need to partake in a Spanish-language interview with the Dominican police?

He's 3 years old and does not speak Spanish.
