The name "Parque Central" in Santiago was changed to "Parque Duarte" on January 26th, 1013, during the events commemorating the 100th anniversary of the birth of Juan Pablo Duarte.

The DR only had 3 million people in 1960 plus they hadn't invented the plastic bags and bottles yet ;)
Hmm... if that's the case, then the further back in time the cleaner all cities should had been. Dominican cities were often described as being very clean decades before Trujillo was even born. Yet, this is how Samuel Hazard described Port-au-Prince in 1871 (the second paragraph touches on the cleanliness).

And this is what a US military guy said after visiting the DR and Haiti in 1913.

Care to explain why your hypothesis seems to not apply?

More about the DR in 1913.

Lets keep in mind that Trujillo rose to power in 1930.

Is that true, or sarcasm?
That's true.

And in 1920 the country had a little more than 900,000 people. Historically the DR was the least dense of Caribbean territories, Puerto Rico always had at least twice as many people as the DR had (the DR surpassed PR in the 20th century), and Haiti tended to have upwards of 3 times as many people as the DR.
