Of course it's real. They do it on most holidays here, along with the Civil defense folks.. Who are mostly volunteers.

That kind of action is not as ridiculous as it may seem.
People behave differently when they are jarred out of their robotic state of mind.
The personalization of the request to slow down might not have any effect on some but I'd bet many will acquiesce and slow down.
