It goes on all over the world. In London, England, some have been known to put a nice scratch along the side of your car if you don't pay them.

I am actually a bot torn on the window washers. Although I wish they wouldn't do it, I usually give them a few pesos because what they are doing is better than robbing someone to get money.

Then you end up with grease stained door and fugly windshield on freshly washed car

He was forced to get creative after a homeless guy smashed a brick thru his car windshield when he refused to give the dirtbag any money and the only thing LAPD would do for him was file a report so that he could submit it to his insurance company to cover the ridiculous cost of replacing the damaged glass.

Nothing wrong with being a little proactive.
