Isn't it a tradition for an outgoing ambassador to make a few blunt and undiplomatic comments just before they leave a country? I remember a few years ago when the Italian ambassador saying something about hygiene standards needing to improve for the sake of the tourist industry, as well as the US ambassador and the head of USAID making those critical statements about education. The Spanish ambassador, in contrast, hasn't waited for her stint here to end and has gone head to head with the authorities on a number of issues.
