There is evidence of that they do upgrades to the infrastructure for potable water distribution for the entire world to see. It could be sn issue of whether what is done is enough to fix the issue of leaking pipes.Do you believe they are not doing that now? As I posted, the new dams will pump more water into poorly maintained leaking delivery infrastructure. Better maintenance, repairs of leak, and a better program of monitoring for and detecting leaks would reduce waste a lot.
Water conservation would make the biggest difference but that requires education and, in some cases, enforcement and generational change. That doesn’t happen easily in the DR.
