It depends upon the rule of law. If being convicted of a crime in the DR does not cause the loss of voting privilege, then they should be allowed to vote for now.

I would change the law so they cannot vote.

I thought the civil liberties of a person were suspended at the moment someone is convicted and is assigned jail time. Only once the jail time is over are the civil liberties restored and only once a judge retores them.

The easiest solution is to allow EVERY SINGLE CITIZEN to vote, by law. And then give power to judges to suspend voting when it is warranted.
Especially since you can be a prisoner ( ie, imprisoned ) and then found innocent during trial or re-trial.
