For Europeans there are interesting options.
We visit Tenerife several times a year. Cheaper, organised and your are within de EU.
True on all points. When I was a kid, we went to all the Canary islands and other locations nearby frequently. The climate is indeed not as warm as in the DR, but it's within the EU. It has also been discussed many times that there are indeed even much better retirement options and part-time living options than the DR on many points. However, the DR is the home country of my dear other half and despite of all the negative, it is our second home and I know principally my wife will never have any interest in visiting other warmer countries. I obviously fully respect that, as she has never had a clear desire to even leave from the DR, we're in EU mainly because work and study. Even I want to retire in the DR.

They value it based on what you paid for it when you bought it, the sale contract is filed at Hacienda and they are the ones who declare the values. If you bought without finance, your lawyer may have declared a low value. But if you bought with finance there will have been a valuation involved and the bank will have recorded the true valuation.
if thats true , then i like that alot. you dont pay more as the value increases.in canada lots of old people where i lived had to sell their homes as the property taxes went crazy.

You are supposed to revalue your house periodically. There is an amnesty coming up in the next few weeks, where they allow you to revalue, so you'll pay the higher IPI but you won't pay the capital gains when you sell.

so if we never sell then dont do it as we wont pay capital gains?

I would have liked to have ordered sugar free jelly/jam/preserves, but was concerned on the packaging and breakage. I did notice you can add comments to your order, so perhaps that's where you direct them. I also tipped extra.

For example, my apartment's cadastral value is revalued automatically every year, DGII do it, not me. I don't have any option to do that. It was valued in their system even before I bought it from the Constructora. And when I bought it, I had the real price in the contract, but they don't care about it at all, they have their value in their system.

If I have the contract saying what I paid for it when I bought it (in USD) and then I sell it, let's say, few years after for the same price in USD, so I have the proof (contracts and bank transfers) that I bought it and sold it for the same price. Meanwhile, cadastral value in pesos in DGII system raised about 50% during the time I owned it, so what? It's them who put it there, not me, and it has nothing to do with the real price and with capital gains.

And is that the same type of an amnesty when they can remove the penalties on the taxes you own, or another one? As I understand, every time DGII have an amnesty, it must be approved by the Senate first, and that bill says what exactly that amnesty applies for. So what about the upcoming one? I hope you don't mind to share the info you have. Thanks.

@MariaRubia according to the DGII community helpdesk, there's isn't a planned amnesty for this Q4 2024.


@Glenn Burke is in the works as a proposal from the Executive, but as you mention, needs to be approved by the Congress first

While that would be zero capital gains for the IRS, the only official contract here here the one in Spanish. Many times, the purchase price in the Spanish contract is much less that in the English contract.

If the sale price in pesos in the Spanish contract is more than what was paid, could DGII put a tax lien on a new or other properties owned if the capital gains tax isn't paid?

I would never do two contracts, one with a lower price for paying less transfer tax, it's pure stupidity to do that, it makes the whole sale illegal, if something goes wrong, you loses your property or your money or both.

I just pointed out that (at least for apartments) DGII has their own value in their system that does not come from the contract of sale. And they adjust it every year the way they want it. It's the same how they have their value for any vehicle of any year in their database. If you put a lower price in the contract of sale of the vehicle, they will charge transfer tax based on their value. If you put higher price in the contract than their value, they charge transfer tax based on the price in your contract.

I don't use lawyers for real estate transactions (except notaries). I do all paperwork myself, I do all payments myself. I don't know what was almost standard between expats and who was making contracts in English. Maybe Chinese make contracts between them in Chinese, I have no idea. I have never bought something with a foreign passport either, I am a citizen here, but I have bought something from foreigners who were not residents so I know all the stuff with RNC assigned by DGII to foreigners who don't have cedula, I had to check that a few times when a seller was a foreigner without cedula.

That's a good question. If they decide that you own them some tax money, they put it in your Deudas Pendientes and if you don't pay on time, they add some penalties on that amount every few months. What happens if you still don't pay and accumulate even bigger debt with penalties? That depends on the type of tax you own. If that's IPI tax, they just wait until you pay while more and more penalties are accumulated, and once in a while there's an amnestia to remove the penalties. Regarding Capital Gain tax, I have no idea what happens next if it's not paid. Maybe somebody who has that experience can post here.

So it was a bit faster than I thought. I got the stuff today. It's expensive but for the few things I can't get here, it's worth it to me.

Again this was the first, so it appears that they just took the Publix shopping bag and placed it into a shipping bag. That's fine for sugar free pudding mixes in boxes, but not for glass. When I'm ready to buy sugar free jams and jellies next month, I'll post an update. But this went well.
