Possibly. But Hipolito had his fingers in the narco pie to. He opened the door a crack and LF knocked it off the hinges. Like another poster said, LF had QP deported hoping he would get 30 in club fed and never be heard of again. Didn't quite work out that way. Is it any coincidence that in the last 15 years drogas have taken such a hold in the country?
before those 15 years maybe they not been that famous on demand by the northamericans to be shipped thru this one specific country, because not too many americans been here at that time and they anyways had their old routes all still wide open.

what would it have mattered if Paulino would have got 30 years instead of beeing freed by his american friends after just a decade? he could also have published the same demands from the inside/jail, hey, todays they even have wifi and skype inside there. it was nicely planned and planned a while ago, get free on a plee by paying off some big shots up north, and put a damper on the Ex/maybe future again One down south to also get paid something in return by the opposition party down south.
Paulino is one of the guys named the biggest gangsters around, soooo looked for by different countries, he gets extradited to the biggest of those countries, and They cut him loose/free after no time in comparison to why they looked for him in the first place. maybe his buddies from back in the day, still on their narco jobs, on both sides of the borders, wanted to run some big time business and the ones in charge within the Leonel Gang gave the signal that they will not cooperate? so he runs his buddies the favor of such campaign so "maybe" it brings enough influence to bring next year a different gang into power, the gang that is willing to cut a deal with them?
I dont know, but such stuff also comes to mind when thinking about such clown bin stuff.
