Based on this ,no if you are not in a truck as showed in the video. Will be worse tomorrow if they don't redirect the water in some places ...Not sure where.
Timing is so bad .......see restaurants empty or even closed....

Peace
The water will go down when it stops raining. There is no place anyone has ever attempted to redirct water to from that area.

Cabarete, DR
Minister Paliza guarantees assistance to families affected by rains in Puerto Plata; announces visit of President Abinader.

The Government has deployed emergency brigades to the most affected areas.

In the last 4 days 264 milliliters of water have fallen, and a little more than 500 in the last three weeks, comparable to what happened in 2016.
Got this from a local news channel but Luis's visit is also reported in https://hoy.com.do/tras-lluvias-abinader-ira-a-puerto-plata-este-24-de-diciembre/

How is the main road through Puerto Plata, coming from Santiago to go to the airport
From Santiago to puerto plata last evening was ok except terrible slow traffic starting around Cofresi through the city. Motorcycles driving the sidewalks.

I just saw a drone video on “detrasdelrumor “ on instagram of Sosua. The landslide has created a massive traffic jam.

I agree. When will Dominicans realise that blocking the whole road by making multiple lanes just brings everything to a halt. Not in my lifetime, I imagine.
