1. Buy votes with direct and indirect bribery (this is done all the time in the DR).

2. After the first round, Eduardo Estrella will throw his votes behind His Baldness (this has been preordained).

3. If all else fails, the Electoral Junta, which Hippo controls, will throw the election to him as long as its reasonably close.
