I don't think this has been fully explained, at least to me ( and I am not that thick headed, so I'm told!). What is the reason to purchase a pistol first then ally for a license (Cart before the horse?). If you are denied a permit is the a contractual agreement the store will give all monies back ( without restocking or handle fees)? If you buy from a private owner and you have to used a lawyer for negotiations, what about those fees ( just out of luck).
