From time to time ,I have experimented the same issue where the daily limit was lower than the usual.
My guess is the bank setup a temporary lower amount maybe because lack of bills in order to serve more customers or possibly for security reasons.
A day later ,the limit was back to normal.
However , every time that is was happening, it was at the cash machine at La Sirena/Super pola in Sosua.
Never had an issue in Cabarete.
In other words ,try again tomorrow if you experiment the same thing.
An other way also to check ,it' s to ask an other customer if he is experimenting the same thing as you at the time it happened.
