The BEST Universities for Learning and Teaching English

Specifically, which university English programs provide the best balance between a good learning environment for their students and good working conditions for their teachers?

I suspect that many of these will be in Santo Domingo or Santiago, but would be especially interested in hearing about the BEST programs outside of these areas as well.

I do not think any Dominican university offers English language curriculum.

Actually, I believe UNIBE offers medical degrees with English as the language of instruction, Rubio. However, the purpose of my question (which perhaps I did not make clear) was to inquire about English language classes (grammar, conversation, etc.), not curricula for other subjects (e.g., medicine) delivered in English.
