Of course it will. Security will be paramount, one not run by any government though.
Refering to other posts, one must remember that these cartels have more money than many small countries.
They buy, extort or murder any who stand in their way. Imagine if you will a nation with no drug laws, gambling and legal prostituion of any age group. Tempting isn't it?
Think of the long lines at customs for returning touristas coming home.
