Moving the action to the other part of town isn't going to stop foreigners from talking about it on the internet.
I told guys 7 years ago to stop posting their **** online, because it was being talked about amongst the Dominican business men on the north coast. Nobody listened. I was sitting in a Sosua town meeting when it was first brought up from a lawyer by the name of Britto. He was disgusted by what his kid found online in regards to a huge party at the Victoria House and its ajoining resort. It has gotten worse on youtube. Everybody wants to be famous and discuss how little they paid for a puta. Promoting prostitution is not cool....but these warriors like to brag. Now you reap the rewards.

Since then there are countless more people promoting Sosua on Youtube.
Moving the bars from one end to another will make no difference.
If they want to make change in Sosua they should throw a few mongers in jail. That news will spread like wildfire.
The possibility of that was discussed years ago. Confining the arrests only to tourists seemed to be an issue.
As far as the Internet goes, indeed, once the cat-house is out of the bag, it is hard to put back in.
As for Sosua itself, we will see how soon the bar only locations on that small part of Pedro Clisante will be closed up.
When you do you think it will happen?
...hey what about the Ritz Carlton that is coming and supposed to save Sosua

The idea of allowing DR guardians of the law to arrest tourists would be an excellent money-maker for the police.
Their astute judgement of who is a "monger" and who is just popping out for a drink or a stroll would surely be infallible.
What could possibly go wrong?

Even if it ever happens it won't make any difference.
Without any arrests Sosua's reputation as monger central is carved in stone.
The issue is reputation, not necessarily legal prostitution.
If the Powers That Be wanted to drive a spike into gringo prostitution, it would be not that difficult.
No need to arrest. You think the Powers That Be have the cojones to arrest gringo monger tourists?
A friend of mine saw the police arresting young ladies at random as they left Clasicos disco the other night. They could probably do the same with the gentlemen as they left. It makes just as much sense.
There is always the pesky problem of finding a reason to attest the tourists.
You think arresting a few tourist wouldnt spread like wildfire on the internet
