tiguera/tiguere (depending on if you're a man or woman) = a cultural world in latin america implying traits like - hustler, hard worker, scam artist, cheater, shrewd, pimp - all depending on the context. it's a loaded word and very context sensitive...

Like Randell said you are looking at context more than anything else. Someone you do not know speaking this to you is likely to be an insult. Someone you know well saying this with a smile is more than likely giving you are kicked back compliment if sorts. An officer of the law is likely to be arresting you, and your gran disowning you.
If you have walked away from it without argument or confrontation then it is likely loose chatter and means very little and that maybe you have done well at someone elses loss or lack of gain, shown some sorts of street level ability.
