Wrong. I not only got it in SD I also got a new one in Atlanta Ga. In a day with an appointment made by my congressman a week before. Also printed there same day. I drove four hours and stayed at a hotel to get that done. Your Quote..............

U.S. passports are not printed outside of the United States. They are produced by the U.S. Government Publishing Office (GPO) at its secure facilities in Washington, D.C., and Mississippi. While passport applications from overseas are processed in the U.S. and then sent to the applicant's embassy or consulate, the actual passport printing is done within the U.S

You are correct that the passport books are only printed in two facilities, but the blank books are then sent to the 26 passport agencies around the country. If you have proof of travel within two weeks (airline ticket or itinerary), you can make an appointment online at one of the agency locations and receive your passport the same day ( or the following day if you have an afternoon appointment). I renewed mine in Portsmouth, New Hampshire at the Natuonal Passport Center recently, I had a morning appointment, and was able to pick it up after lunch. I had to pay the $60 expedite fee.

Ok. I went to the Gov website and completed all the info as if I were applying right now.

Get this! They have a sale going on and you can renew your passport at new low price! Hahaha!

The fastest service which I would need if my husband we’re to mail it and bring it back to me costs $500! On sale.

I think I will just go to Domex and do it from here.
You should see if you meet the requirements to renew online. You dont have to send in your passport, so you could do it before you travel to the US, leaving enough time for it to arrive while you are there.

You can renew online if you meet all these requirements:

  1. The passport you are renewing is or was valid for 10 years, and you are age 25 or older.
  2. The passport you are renewing is either expiring within one year or has expired less than five years ago.
  3. You are not changing your name, sex, date of birth, or place of birth.
  4. You are not traveling for at least 6 weeks from the date you will submit your application. We will only offer routine service, and the time it takes to get a passport will be the same as renewing by mail.
  5. You are applying for a regular (tourist) passport. You cannot renew a special issuance (diplomatic, official, service) passport online.
  6. You live in the United States (either state or territory). You do not qualify to renew online if you live in a foreign country or have an Army Post Office (APO), Fleet Post Office (FPO), or Diplomatic Post Office (DPO) address.
  7. You have your passport with you, and it is not damaged or mutilated, and you have not reported it as lost or stolen. Keep your most recent passport and do not mail it to us.
  8. You can pay for your passport using a credit or debit card.
  9. You can upload a digital passport photo.
  10. You are aware that we will cancel the passport you are renewing after you submit your application. You cannot use it for international travel.

I did mine with Domex and was very happy with their service.

My experience advice, the application states send one (1) picture, Give Domex TWO (2).

This is how I just renewed my passport at the Miami Office a few months ago for the 3rd time. The two main offices are in Miami and Atlanta. I can tell anyone that wants to do this exactly how. You can get your new passport the same day or the next day depending on when you travel. It is really easy, the cost is $130 +$60 fee for a total of $190. You can pay at Miami with a card or even cash........

One more tip when renewing a passport for those that travel a lot. On the form instead of checking the regular passport box look to the right and you will see a box for an expanded passport. This has twice as many pages as a normal passport and costs nothing to get.............Just check that box..........................
