The question comes down to ...how urgent is getting the proceeds from a sale? Does he wait and loose current income ? Personal matters. Depends on OP circumstances..
Best of luck.
Indeed it depends on personal matters. My view is based on that my OH owns an apartment right across the road to the new development and has no reason to sell soon. We have visited and stayed there many times in 15 years and my impression was although a fairly nice mostly residential area it didn’t stood out. Actually that large empty lot next to it seemed more like a downgrade of the area. Now with this huge project finally happening I am really interested how it will affect the surrounding area. At least it will become a new landmark of SD Este.
So I think the best is to wait and see what happens if you have the time.

For some indication of asking prices in the area one can look up the current listings at Corotos and Mercadolibre.

A recent video of the construction of the enormous City Center Mall in Santo Domingo Este. You can catch a glimpse of my property, it is a tree lined lot behind the main constructed area away from the express-ways...
Every time I look at that project, the first thing I think is "Where will the fresh water come from?"
Right after that, "where will all of the sewage go?"

I can tell you this about this area arround Charles de Gaulles con Las Americas, I bought my first lot in 1997 in Los Tres Ojos, 2001 in Mirador del Este, 2007 and 2010 in Franconia, we build houses, sold them, build again and rented them too, never ever in all this times prices going down, what we paid and whats the value today no bank on this planet would pay you for your invests. If the Mall and the Monorail is done, you need deep pockets to buy some real estate in the area.
