You can have DR landline number (829 area code) from Wind Telecom.

Voz Local

VOZ100 is RD$125 + 28% taxes, which is US$4.27 per month.

You also get 100 outbound minutes anywhere in the DR (landlines) billed by the second.

They also have plans with more minutes.

WIND telecom: Tabla de Precios WIND Voz

This is prepaid, no-contract plan. You can call WIND and order over the phone with your credit card or visit their booth/local office.

You can also get DR IP number from Tricom, but the rates are more expensive and the service process is more complicated.
From windvoz:
Tarifas de 2 centavos el segundo adicional local y a EE.UU.; 6 centavos en llamadas a celulares; 4.5 centavos en Larga Distancia Nacional.

Are they really talking about centavos dominicanos? American cents? or simply misprinted it as centavos when its actually Pesos?
6 centavos to call cell numbers is really cheap.

Time to say goodbye to Vonage, Nettalk, MagicJack and others. Welcome Google Voice.

No, I did not miss the train... but now you can use Google Voice WITHOUT your computer to make inbound and outbound calls. With just $50 one-time investment to purchase ATA/GV adapter. This device can be used also to connect to other SIP-VOIP providers. P.S. You SHOULD set this up via a Gmail account, that way you will make sure Google Voice will stay free even after 2011.
