free electricity for the poor is the DR's version of foodstamps. i'm thinking its not so bad.

Not so bad when it actually goes to the poor! Unfortunately that is often not the case!

I personally know of many who take the electricity because they are poor yet have the nicest clothes, can go out drinking twice a week, some have a nice vehicle - yet they deserve to be given electricity.

I don't think so!!!!

If we consider 30% loss on transmission, that's almost 3 pesos of the $9.86 rate. If losses were minimal (close to 0) than the actual rate could be just 6 pesos and something, even for the 700+ kWh usage.
