Modernizing the Dominican Constitution

The presidential candidate for the Partido Revolucionario Dominicano (PLD), Dr. José Francisco Peña Gómez, said if he is elected in 1996, he would call for a revision of the Constitution by the Congress elected in 1998. The review would examine the Dominican Constitution and compare it with the latest texts that have been incorporated into the Constitutions of other Latin American countries. He mentioned the Colombian constitution, as a model. He said that Colombians have incorporated the vote of citizens living abroad, recognize dual nationality and provide a special jurisdiction for the congressional representation of Colombians living abroad.

He favors the immobility of judges of the Supreme Court but thinks that those of other courts should be elected for four or five years and provided with decent salaries, such as those received by the members of Congress, in addition to vehicles and other benefits so that they become less vulnerable to corruption. He also promised absolute independence for the judiciary, a national school of judges, and the reform of the land court to guarantee property rights and avoid fraudulent judgments whereby people lose their property.
