Judge Aura Celeste Fernández said that those interested in being an observer at the national election needs to be individually accredited by the Junta Central Electoral (JCE). The JCE will require that the observers do not belong to any party and will limit their numbers. She said that observers will be mere witnesses of the election, and any national or foreigner who violates the conditions laid down by the JCE will lose their accreditation.
