José Francisco Peña Gómez, in a talk given at INTEC, said that the electoral colleges are an archaic system of voting, and that if he wins the presidency he will seek the reforming of the Constitution, which will encompass the voting system. He said that the system of closed electoral colleges was used in Puerto Rico some 30 years. He felt the fact that women have to register to vote from 6 am to 8:30 am will result in abstentions by the wealthy who are less accustomed to standing in queues. But Peña feels that his voters will be there. He said that the country must develop a system of registering to vote that is above objection, as is done in France. He said that voting closes at 8 pm in France and a minute later, the winner is known, commenting that in the D.R.’s last election it took two and a half months before the result was known.
