President Joaquin Balaguer has ordered the Telecommunications Department to shut down the transmissions of Medios Educativos S.A., which has been broadcasting on channel 6, causing interference with the established user of that frequency, Circuito Independencia. Since the frequency unification measure enforced by Telecommunications, which orders all stations to broadcast on only one frequency throughout the country, and requires Circuito Independencia to eventually move to channel 5, Medios Comunicativos has claimed that it has the right to broadcast on channel 6. However, Circuito Independencia has not yet moved to channel 5. Medios Comunicativos began to operate its transmitter on channel 6 on 9 April, although it was only with a blank signal. The interference caused prevented many people from seeing Circuito Independencia’s in the capital and many parts of the interior.
On Wednesday, 10 April, Hatuey DeCamps, a prominent PRD politician who is the brother of the vice-president of Medios Educativos, met with President Balaguer at the National Palace apparently to discuss the conflict between Circuito Independencia and Medios Educativos. Dr. Balaguer has directed the Telecommunications department to act against Mr. Miguel DeCamps Jimenez and Medios Educativos and their presence on channel 6 until Circuito Independencia moves to channel 5. It is unclear if Medios Educativos will be allowed to begin operations on channel 6 after Circuito Independencia is on channel 5.
