Those who can and cannot vote

The JCE said on Friday, 12 April, that it will permit all citizens with late birth declarations to vote. This measure enfranchises some 38,818. The JCE, nevertheless, stated that some 51,000 people on the list of observed persons will not be allowed to vote. Among these were names linked to civilians that have enrolled in the military, persons that are dead, those with double registries and irregular birth certificates, and prison inmates. The decision was made in response to requests from the political parties. The JCE is considering incinerating the cedulas obtained prior to the 1994 election but still remain uncollected.
