Carter and Betancur invited as observers

Former Presidents Jimmy Carter of the United States and Belisario Betancur of Colombia will head a delegation that will visit Santo Domingo 24 to 26 April to view the present electoral environment, and have meetings with President Balaguer and the principal candidates. The former chiefs of state have been invited by the Junta Central Electoral and will represent the Consejo de Jefes de Gobierno Libremente Electos, at the Carter Center; and the National Democratic Institute for International Affairs. Jimmy Carter will travel to Santo Domingo with his wife, Rosalynn Carter, José O. Borbón, former candidate for the presidency of Argentina and senior personnel from the aforementioned organizations.
