Jose Francisco Peña Gómez said that he does not favor a general amnesty for those involved in acts of corruption. He says that as the government took former President Salvador Jorge Blanco to court for alleged corruption, the case should be allowed to run its course through the judicial system. He is against the present status of Jorge Blanco, – a “preso preventivo” for the past 10 years. Jorge Blanco was released from jail under bail, after appealing against a sentence of 20 years and the payment of more than RD$100 million in fines and compensation. Dr Peña says he wants to know if Leonel Fernández is going to take to court the people who sold the aircraft belonging to Dominicana Airlines, those that have bankrupted the state enterprises, and if he is going to recover the US$15 million involved in the Hydro Quebec scandal. As reported in the newspaper Hoy last week, he said that he will not interfere with justice but that the Hydro Quebec monies have to be recovered.
Speaking to the Listin Diario, last week, Leonel Fernandez said that if he is elected he will immediately appoint a special prosecutor to persecute the corrupt and those that have committed fraud against the State. He said that one of the principal causes of the problems of the country is the administrative corruption, and that he would take urgent measures to control it. He said that the government is suffering a credibility crisis. He supports the establishment of an administrative career structure, the implementation of the civil service law, and has offered to improve salaries of government employees and provide them with medical insurance. He did not address the specific cases of corruption mentioned by his rival José Francisco Peña Gómez.
