Doctor Leonel Fernández, the presidential candidate of the PLD, has asked that Dr Julio Madrazo, assistant to the secretary general of the OAS, be excluded from anything concerning the Dominican elections. He considers that anybody who admits, even on a personal level, to being partisan to a particular political candidate should not be involved in the election. He said that the role of the OAS is to not interfere, but rather to observe and monitor the election. Minú Torres, a government officer, commented that Dr Madrazo told her at an airport in Chile that the OAS Secretary General Gaviria met with President Balaguer to discuss the change of command and the peaceful transfer of power to Dr Peña Gómez, the presidential candidate of the PRD. The newspaper Hoy, says it now appears that the OAS is convinced that José Francisco Peña Gómez will win the next election “open handed”.
