President Joaquin Balaguer, while running the government from Santiago during his efforts to further the presidential campaign of Jacinto Peynado, announced four important changes in his cabinet. Caonabo Javier Castillo has replaced Carlos Morales Troncoso as Foreign Minister, while Juan Aristides Taveras Guzman has taken over as Minister of Labor in place of Rafael Alburquerque. Cristobal Marte is the new Minister of Sports, replacing Francisco (Cuqui) Torres. In addition to the cabinet changes, Roberto Victoria was named ambassador and head of the D.R.’s mission to the United Nations in place of Alfonso Canto Dizney. The changes, which also include several assistant ministers, were part of presidential decree 154-96, effective 5 May.
