The observers

Five former presidential candidates of different Latin American countries and 26 representatives of the Carter Center will be part of a group of observers that are expected in Santo Domingo on 12 May for the 16 May election. The group also includes politicians from Japan, Great Britain, the United States, Argentina, Mexico and Chile. It will be headed by the former President of Colombia, Rómulo Betancur. Should a second round be necessary, a follow up group headed by Jimmy Carter, will return 45 days after the election on 16 May. The group includes the former presidential candidate from Colombia, Andrés Pastrana, and the adjunct executive director of the Centro de Asesoría Electoral, Daniel Zovatto from Argentina. Other former presidential candidates are Rubén Zamora of El Salvador, Domingo Laíno of Paraguay, Miguel Angel Rodríguez and Rolando Ayala of Costa Rica.
