According to the Listin Diario’s 11 July edition, former Lomé IV director Angel Lockward is currently forbidden to leave the D.R. because of a request made by the current director, Aristides Fernández Zucco. The request was made, according to the director of Immigration Leonardo Duran Fajardo, because of “irregularities” found during an audit of the local office of Lomé IV during the term of Mr. Lockward. Some have speculated that the order has political overtones, as Mr. Lockward openly defied President Balaguer by supporting his longtime political enemy Jose Francisco Peña Gómez in the 1996 presidential election.
