Who should get government jobs?

Thousands of members of the Partido de la Liberación Dominicana (PLD) are demanding jobs in the new government of their leader, President Leonel Fernandez, while some Congressmen from the Partido Reformista Social Cristiano (PRSC) have criticized the new government for terminating low level employees who worked in the administration of ex-President Joaquin Balaguer. The consensus of the PLD is that there was a surplus of employees in many government agencies which bogged down their efficiency, especially the so-called “botellas”, or ghost jobs in which the employee only goes to his office on payday. Some members of the PLD have complained about jobs being given to members of other parties or to those outside politics, something that high-ranking members of the party have justified by pointing out the appointees’ professional capacities and the need for a “Government of Unity,” as described by President Fernandez before taking office. The idea that “to the victors go the spoils” in government jobs is still in effect, but not to the degree that some members of the PLD would like.
